The next three-year budget of Krasnoyarsk was discussed at the "zero" readings

The review of the main financial document of the city for 2026-2028 took place at the site of the Krasnoyarsk City Council of Deputies on the eve of public hearings on the project and its approval at the session.

Roman Odintsovo, acting mayor of the city, the deputy corps, as well as participants of the second educational module "Economics and Finance" of the regional personnel program "Siberian Character" from among the veterans of the Siberian Military District took part in the readings.

The event was traditionally held in the format of immersion in the main parameters and characteristics of the document.

The budget of Krasnoyarsk for the next three years was previously submitted to the City Council. The document is based on 15 municipal programs, which are prepared based on the key priorities of the city's development, taking into account the incorporation of new territories into the city district.

The city's budget, as in previous years, includes socially significant tasks based on key directions outlined by the President of the Russian Federation, instructions from the governor of the region, as well as instructions from residents addressed to the deputy corps.

The priority areas have become:

– participation in the implementation of national projects;

– social support for the population, including ITS members and their loved ones;

– preparation of the city for the 400th anniversary.

"Despite all the difficulties, we managed to form a development budget that takes into account the appearance of new territories in the city district. It provides for the construction of infrastructure necessary for residents, road repairs, renovation and construction of educational institutions, and support for certain categories of residents, including participants in their education and their families. And it is important for us that veterans of the Russian Military took part in the budget readings today with us for the first time," said Roman Odintsovo. – A special focus is the preparation of the city for the 400th anniversary. The list of events and projects has been formed, they are secured by financing. Moreover, as already noted, we have included part of the costs in advance in the autumn adjustment of the current budget in order to begin implementation."

The starting budget parameters in 2026 are 13% higher than in the previous year and will amount to more than 76 billion rubles in revenue and almost 80 billion rubles in expenditure. The deficit is expected to be about 4 billion rubles. At the same time, work will be carried out throughout the period to attract additional funds from higher-level budgets.

The main vector of development for the next three years will be preparations for the 400th anniversary of Krasnoyarsk. By the anniversary, the city will continue to improve the streets of the historical part of the city, parks and embankments, upgrade public transport with the transition to gas-powered buses, erect facilities (Surikov Center), and implement major infrastructure projects, such as the construction of a new road in the Solnechny district. The design of the reconstruction of a number of iconic public spaces and squares will also begin.

Further consideration of the draft budget will continue at public hearings with the participation of the public, which will be held on December 3. The final decision will be made at the session of the Krasnoyarsk City Council of Deputies on December 16.​
